Is it worth it to spend all the time and energy to learn the skills to produce necessary parts to achieve a fully developed product, or is it better to hire someone to do the job?

The answer depends on what product is being advertised and circumstances unique to the target market.

The bottom line is, if there is no product by the designer/publisher, there is nothing to sell. In this way the creator/owner always has an advantage.

Someone who leans more toward promoting a product or a program may choose to be an affiliate. Promoter experience is a plus. The better the marketing skills the higher potential earnings. But the skills can be learned. They can be learned from those who already have invaluable experience and expertise.
